The original definition of sovereign citizens was “a person who believes in the following doctrines: No state has any constitutional authority, or even any legal authority. The United States does not exist. The federal and state governments do not answer to Congress or the President, or to the state legislatures. The federal government is a collection of private powers. The federal government exercises power only for the purposes of imposing restraints or prohibitions on the states. The state is a limited, constitutional republic. The police have no authority in the state of North Carolina, except for those that are expressly and specifically granted to them under its Constitution (i.e., police powers).”1 Most non-governmental sovereigns (government officials and agents that are not under the authority of the federal government) do not believe in the above doctrines. For sovereign citizens who do not subscribe to the above doctrines, many of the practices of these groups have evolved into more complex doctrines (e.g., no state power, no constitutional authority) with some of these doctrines having specific names or terms (such as “alien rights.” or “militia”). This definition of Sovereign Citizen and many of the terms used in this article are in use in various jurisdictions and are found in various publications. Although some sovereign citizens are not religious, they typically view religion in terms of the beliefs and tenets associated with a conspiracy theories movement, which holds that most world religions are a form of government controlled propaganda, i.e., a conspiracy by the Illuminati to control the population. Other sovereigns (such as sovereign citizens, or a sovereign citizen group in an adjoining state of North Carolina) believe that all forms and degrees of government and all human institutions are not truly sovereign, that they are ruled by the Illuminati and are created to serve their political ends; and that they should use non-violent means to gain the necessary recognition of non-government entities that are supposedly sovereign. How and Why do Sovereign Citizens form a Nation-State? Most sovereign citizens (or sovereign citizens' groups) form only after one or both of the following situations have occurred. First, a political event has resulted in the establishment and funding of a sovereign citizen sovereign group. The most common examples would be the election of a President who holds sovereign citizenship, a federal law or a new state law which is passed with anti-government sentiment or the issuance of a proclamation by the Federal Government which has anti-government sentiment attached to it, or the creation and funding of a government-funded movement or organization that promotes anti-government sentiments.

Sovereign citizen paperwork typically refers to various legal documents and forms that individuals who identify as sovereign citizens may utilize in their interactions with government agencies, courts, or law enforcement. Sovereign citizens believe in a fringe ideology that holds that they are exempt from certain laws, taxes, and regulations imposed by the government. They often attempt to use these documents to assert their independence and challenge the authority of the state. However, it is important to note that the concepts and practices associated with sovereign citizen paperwork are considered illegitimate and have no legal standing. Individuals who attempt to utilize such documents may face legal consequences.
The purpose of sovereign citizen paperwork, also known as sovereign citizen documents or paperwork, varies depending on the viewpoint and beliefs of those who identify as sovereign citizens. Sovereign citizens typically reject the authority of the government and attempt to assert their own sovereignty and independence. Some of them believe that filling out and filing certain paperwork, such as UCC filings or "redemption" forms, can establish their sovereignty, exempt them from certain laws, or help them access financial benefits or remedies. However, it's important to note that these beliefs and actions are not legally recognized or supported by governments, and attempts to utilize sovereign citizen paperwork can have serious legal consequences.
