Is ECCL required?
The ECCL is for export control purposes. It is used to determine whether an item requires special controls before export. You may need to apply for an export license or use a license exception before you can export certain products to other countries.
Why ECCL is required?
ECCL entries are found on the Commerce Control List (CCL) and identify reasons for control which indicate licensing requirements to certain destinations. Other reasons an export license may be required for your shipment relate to concerns about the parties to the transaction and the end use of the item.
What is ECCL used for?
An Export Control Classification Number (ECCL) is a five-character alphanumeric key used in the Commerce Control List (CCL) to classify U.S. exports and determine whether an export license is needed from the Department of Commerce. An ECCL categorizes a product based on its commodity, software, or technology.
How do you classify ECCL?

Why is an export license required?
An export license grants permission to conduct a certain type of export transaction.
