Can you turn a PDF into an INDD File?
While InDesign doesn't support editable PDFs, you can import imagery from this format using the Place Command. You're then able to use all the functions available in InDesign to edit and add to your document.
Why is InDesign failing to open PDF?
A PDF document that refuses to be opened in InDesign may be somewhat damaged or incomplete. To check if the file is damaged, try opening it in another software that can open PDF. If the file is damaged, try to get the original or you may have to recreate the file.
