Have used it to fill out two forms and was very pleased with the experience. The only problem I encountered was being unable to expand the circle. May be due to my not fully understanding the program's capabilities.

How do you type over a picture in Google Docs?
Paste or upload the image to your document. Click on the image to select it. Adjust the transparency by going to Image options > Transparency and moving the slider as needed. Copy the image by clicking on it and pressing Ctrl/Cmd + C. Go to Insert > Drawing.
How do I format an image in Google Docs?
Click Insert on the menu bar below the document title. Click Drawing and the drawing window will open. Select the Image icon, which is the last icon on top of the window. Click choose an image to upload, select the image you wish to insert and edit, and click open.
How do I put draft across a Word document?
On the Design tab, select Watermark. In the Insert Watermark dialog, select Text and either type your own watermark text or select one, like DRAFT, from the list. Then, customize the watermark by setting the font, layout, size, colors, and orientation. Select OK.
