Open the Mail app in macOS if you have not done so already, then pull down the Mail menu and go to Preferences Choose the Signatures tab, then click the [+] plus button to add a new signature, or select an existing signature to modify it.

Choose Tools > Adjust Size. Enter new values for width and height, or choose a common size from the Fit into pop-up menu. To resize the image by a percentage, choose percent from the pop-up menu next to the Width and Height fields, and enter the percentage in those fields.

If the Gmail signature image is not showing, the most common problem is that the email format is configured for plain text mode. You can change this setting by selecting the small arrow on the bottom of the message (on the right side of the message). Select rich text mode and your photo should appear.
