The fill in is with text boxes like in word. That works well.
It worked well. Not as good as a PDF document that already has input fields but much better than printing the PDF document and filling it in by hand,

Filling out a Federal claim form, but people were sending me versions (Word, PDF, etc.) and they were all junk...not very professional looking. Lots of problems with layout, font size. Found this pdfFiller and I completed the form in a matter of minutes (struggled for hours with the others).

Click on the image you want to border in your Google Docs file. Click on the “Text background color” button in the toolbar. Click on a color to create a border for your Google Docs image.
