It seems it is a bait and switch deal. You think you are getting a month for free but to really use the form without watermarks like SAMPLE across it, it seems you have to pay.

The UETA has been adopted by 47 states, the District of Columbia, Puerto Rico, and the Virgin Islands. The three states that have not adopted the BETA (New York, Illinois, and Washington) have all adopted similar laws making electronic signatures legally enforceable.
The ESIGN Act is a federal act, which means it affects people who do business online in all 50 states. The BETA, meanwhile, has been adopted on a state-by-state basis. Individual states have the option to adopt or reject the guidelines presented in the act.
