Is the LSAT electronic or paper?
Starting with September 2019 exam, all LSAT administrations will be digital. However, the structure and scoring of the digital LSAT will be the same as the paper-based test, so there's no real change for students.
Is the LSAT on a computer or paper?
As you may know, the LSAT is currently a paper-based test. Like the grade-school tests we've gotten used to, this means that test-takers use an old-fashioned number two pencil to bubble in their answer choices. However, the times are definitely changing.

You do not get scrap paper, nor can you take scrap paper in with you. You have to write on the test booklet itself for your notes. To elaborate on what others are saying, LSAC changed the layout of the logic games section a few years ago so that you have significantly more space to diagram in.
