Open a Paper doc. Click the (ellipsis) icon. Click Doc history. Under the Comment history tab, find the list of resolved comments. Scroll to the comment you'd like to unresolved and click Unresolved.

Open a Resolved Comment Click the Comments button at the top-right of your document. Use the Re-open link to reopen resolved comments in shared Google Docs. To reopen resolved comments, click the blue reopen link next to the document.

In any Google App, including Docs, Sheets, and Slides, all you need to do to turn on its equivalent of Microsoft Word Track Changes is click the Editing button on the top right hand of the menu. This will drop three options — one of them is Suggestions. Click on it to turn it on.
