Yes. You can contract with another person or business to verify employees' identities and employment authorization and to complete Forms I-9 for you. However, you are still responsible for the contractor's actions and are liable for any violations of the employment eligibility verification requirements.
Completing Form I-9 for Minors (Individuals under Age 18) A parent or legal guardian may establish identity for a minor under the age of 18 to complete Form I-9 if the minor cannot present a List B document.
Independent Contractors and Self-Employed Individuals Generally, self-employed individuals are not required to complete Form I-9 on themselves, and therefore are not required to use E-Verify. However, all employers, including sole proprietorship, must complete a Form I-9 for each employee they hire.
If any of the owners are employees of the company, then each owner must complete Form I-9. Unless the individual engages in casual domestic employment, you must complete Form I-9 for each employee hired to work in the United States, even if your employee works only one day.
