The statistics show that 75,420 children were looked after in the period covered, a 4% increase on 2016 to 2017. The statistics include information on demographics as well as age, gender and ethnicity, proportions of children in each placement type, and reasons for being looked after.
Official figures show there are now 78,150 children in care in England, up from 75,370 in 2018 and almost 20,000 more than in 2009 when 60,900 children were looked after.
A child who has been in the care of their local authority for more than 24 hours is known as a looked after child. Looked after children are also often referred to as children in care, a term which many children and young people prefer. But in general, looked after children are: living with foster parents.

The study found that 12 percent of care leavers had entered higher education by the age of 23 higher than previous estimates of 6 percent. While this is positive news, the participation rate for care leavers was substantially lower than for other young people at 42 percent.
The broad definition of a care leaver (as described by the Care Leavers Association) is Any adult who spent time in care as a child (i.e. under the age of 18). Such care could be in foster care, residential care (mainly children's homes), or other arrangements outside the immediate or extended family.
