Following your registration, you will be given your FAN. Save it, you will need it to log and apply for your “radio license” Log here and use your FAN and your password. Select “Apply for a new license” (top left) and choose “RR, restricted Operator”. Follow the instructions and pay the fees ($60).
There are two ways of filing an application. You can file your application electronically by using the Universal Licensing System (US). You may alternatively submit a paper FCC Form 605 (Main Form) and appropriate schedules, FCC Form 159 and fee (if applicable) by mail.
The FCC currently charges a $70.00 fee for MRS licenses. Some applications, such as government entities, are exempt from this fee. A license is valid for ten years.
Q: How long does it take to get an FCC license for two-way radios? A: The typical business/industrial license process takes about 10 business days. For a public safety license approximately 90-120 days.
You need a commercial operator license to operate, and/or to repair and maintain, specified ship, and aircraft radio communication stations. The licensing requirements for operating such radio stations and the licensing requirements for repairing and maintaining such radio stations are discussed separately below.
FAA certificated pilots operating VHF radios and flying within the United States do not require any aircraft radio licensing or operator's permit.

A Word about FCC Certification: The FCC and FAA do not currently offer an “Avionics Technician License.” What the FCC does offer is the(GROW) “The General Radiotelephone Operators License.” This license is required by the FCC to fix radios, radars and transponders in modern aircraft.
