Launch the RDS license manager if not already running. Right-click the server name and select Installation Licenses. Choose the applicable license program and click Next. Enter the licensing information requested and click Next. Enter the product version, license type, and quantity and click Next.

A client access license (CAL) is needed for each user and device that connects to a Remote Desktop Session (RDS) host. An RDS licensing server is needed to install, issue, and track RDS CAL's. When a user or a device connects to an RD Session Host server, the RD Session Host server determines if an RDS CAL is needed.
To check license information please open RD Licensing Manager (licmgr.exe). If you do not have a RD Licensing server then you need to install the RD Licensing Role Service using Server Manager and then use RD Licensing Manager to Activate it and install your purchased RDS CAL's.

To open Remote Desktop Licensing Manager, click Start, point to Administrative Tools, point to Remote Desktop Services, and then click Remote Desktop Licensing Manager. Right-click the license server for which you want to view the license server ID, and then click Properties. Click the Connection Method tab.
