When an RQ or more of a hazardous substance is released into the environment, the person in charge of the facility or vessel from which the release occurs must immediately report it to the National Response Center (NRC) under CER CLA.

Benzene (CAS number 71-43-2) is a CER CLA hazardous substance listed in the List of Lists. The reportable quantity (RQ) for benzene under CER CLA is 10 pounds.
As required by Title 23 CCR §2250 (a) (Reportable quantity is 1,000 gallons or more for municipal and private utility waste water treatment plants). State Law requires that an unauthorized discharge of sewage into or onto state waters must be reported to the Cal YES Warning Center.
