Click the three dots next to the “Share” tab in your group. Select “Edit Group Settings” in the drop-down menu. Under the “Membership Approval” section, select “Any member can add or approve members” Click “Save”
To turn on membership approval: From your News Feed, click Groups in the left menu and select your group. Below your cover photo, click More than select Edit Group Settings. Next to Membership Approval, select Only admins and moderators.

You can go to the Admin Panel (where it shows the list of who wants to be added) and turn off that notification. You can then change the group setting, so anyone can approve.
