kind of difficult to understand..sometimes it would not fill out the form and sometimes it would, then go back to the first signature and had to keep confirming.

Introduction. There is a recipient rate limit, often called a sender limit or sending limit, for cloud-based e-mail accounts. This limit defines the maximum number of recipients that can receive e-mail messages sent from a single cloud-based account in a 24-hour period.
Office 365 email does have a limit to the number of email messages that can be sent at a single time. Hard Sending Limits for Office 365: 10,000 recipients per day. 500 recipients per message.
The limits for Office 365 Home or Office 365 Personal subscribers are: Daily recipients: 5,000. Maximum recipients per message: 500. Daily non-relationship recipients: 2,000.
As far as I know if you are using Office 365 for Business Essentials or Business Premium or Enterprise, the recipient limit is 500 recipients which means you can send a single email up to 500 different recipients in To:, Cc:, BCC:.
Microsoft announced today that its Office 365 subscription for professionals and small businesses--or what it calls Plan P--has been improved to allow users to send three times the number of email messages per day. Now, Office 365 users can send 1500 emails per day, up from the previous limit of 500.

Outlook itself doesn't hold a limit for the amount of addresses that you can send to within a single email.
