Prisoners at the Reception Center are on quarantine status, meaning they cannot receive visits from friends or family. These prisoners can receive visits from qualified clergy, the Office of the Legislative Ombudsman, and attorneys on official business.
It's not true that they are moved after 30 days no phone or contact visits as long as they are in reception. The only exception is inmates with disabilities who remain in the reception center more than 60 days due to their disability are allowed contact visits after 60 days.
Prisoners may be transferred from one prison to another for a number of reasons. So that they can serve the final weeks of their sentence in a prison nearer their home.
