At age 16, individuals are eligible for a learner's permit. During this stage individuals may only drive when accompanied by a licensed parent or guardian, an adult at least 20 years old who has held a driver's license for at least 4 or more suspension-free consecutive years, or a driving instructor.
Intermediate License (Age 16): Must have completed the Learners's Permit requirements, pass the on-road drivers test, and have the Learner's Permit for at least 90 days.
At age 16, drivers are eligible for an intermediate license after holding a learner's permit for at least 6 months and upon completion of a driver education course or upon written certification that the applicant has completed at least 30 hours (10 at night) of supervised driving.
Alaska 14 years. Arizona 15 years, 6 months. Arkansas 14 years. California 15 years, 6 months.

Even though you can legally drive alone after you are 16 years old, you need to have a provisional driver's license for six months prior. With a provisional driver's license, you are allowed to drive with a licensed adult 25 years of age or older.
Minors' Permit Restrictions You must practice with a licensed California driver: parent, guardian, driving instructor, spouse, or adult 25 years old or older. ... A provisional permit does not allow you to drive alone at any time, not even to a DMV field office to take a driving test.
Legally, a restricted driver (ages 1618) that is in their first year of driving must have a signed permission note from their parents in order to transport a sibling. From the California DMV online handbook for teen drivers (emphasis mine):
With your initial license, you're allowed to drive alone, but must follow certain restrictions. Illinois does not allow teens with initial licenses to drive between 10 p.m.-6 a.m. Sunday-Thursday nights or between 11 p.m.-6 a.m.
