If you're using Chrome OS 74 (currently in the Dev/Canary branches), you can go to chrome://flags and set the #pdf-annotations flag to Enable. Afterwards, you'll see a new pen icon at the top right. Clicking it will give you various annotation options, including a highlighter, eraser, and pen.
Select the option “Single PDF Document Security” and push the button “Next >” Click “Browse” button to open a PDF file will be encrypted. Uncheck “Enable Copying of content”, and click “Save” or “Save as button to disallow copying permission in the PDF file.
Press Ctrl + C to copy. Press Ctrl + V to paste.
