The Foreigners (Protected Areas) Order, 1958 requires non-Indian citizens to obtain a Protected Area Permit (PAP) to visit the protected/ restricted areas in India. This requirement is in addition to getting an Indian visa. In order to get the permit, the foreign nationals must meet certain requirements.
General Protected Area Permit requirements Normally the PAP has a duration of 10 days, with the option of extending for another 7 days. The PAP is issued by the Ministry of Home Affairs. However, the different authorities of the concerned Indian states can also issue the PAP, and also the Indian missions abroad.
Foreign nationals will require a regular tourist visa or an e-Tourist visa along with valid passport to apply for a Sikkim permit, i.e. Restricted Area Permit (ILP) and/or Protected Area Permit. All foreigners should travel in a group of two or more in protected areas wherever allowed.
Foreigners must obtain Inner Line Permit (ILP) to visit Sikkim. These can be obtained from all Indian Missions, Sikkim Tourism Offices at New Delhi, Kolkata, District Magistrates Office of Darjeeling, Siliguri, and Range on the strength of an Indian Visa.
Permits required to visit Sikkim. And therefore all foreign nationals require Restricted Area Permit (RAP) to visit any part of Sikkim including Gangtok. This permit is also popularly known as Inner Line Permit (ILP). Indians however do not require this.
All the foreigners need a Restricted Area Permit visiting Sikkim with their valid Indian Visa. RAP or Inner Line Permit (ILP) is also free of cost. It can be obtained from Range. For visiting the protected areas in North Sikkim, foreigners need to travel through a travel agent registered by Sikkim Tourism.
A permit can be obtained by applying to the Tourism and Civil Aviation Department. You can apply through a registered travel agency. A photo ID proof and two passport size photographs are required for the same. The Nat hula Pass permit cost is INR 200/- per person.
What is Restricted Area Permit (RAP) regime? RAP regime was notified under the Foreigners (Restricted Areas) Order, 1963. Under it, foreign nationals are not normally allowed to visit protected or restricted area unless Government is satisfied that there are extra-ordinary reasons to justify their visit.
