Keiichi Tsuchiya, known as “The Drift King," owns his own self tuned ae86, they always reference Initial D in Hot Version International, so it could be possible that the character in Initial D was based of a young Touching. As well Tsuchiya has a cameo in Initial D and is rumored to have consulted with the Manga series.
Throughout the action and well-developed plot lines, the anime never hinted that this story was based on a real person and his family. The timeline of Initial D is odd anyway you look at it, as the God Foot/Hand races apparently take place a year after the original Daisuke vs Takumi race, which took place in or around 1996/1997 (since Tatum's car is referred to as being 10 years old).
