The limit to settlers is determined by your charisma. Each settlement has a default max population of 10 settlers plus each point of charisma your character has, totaling to a maximum of 20 settlers.
Select excess settlers in those locations via the workshop mode (hold V down until it appears in the settlement radius) then target an excess settler and select “R” to “Move” him to a different settlement. Select “Sanctuary Hills” when the locations sub menu pops up.
First up, if you want more settlers in your town, such as Sanctuary, then you need to make sure you have the bases covered.
