Tap at the bottom.
Tap and hold on a page thumbnail.
Drag the page to the place where you want it to be.
If you want to rearrange multiple pages, tap Select at the top right and choose the desired ones.

In a page layout document, tap. , turn on Page Thumbnails, then tap the document to close the options.
