I know that most IRS forms are free and can be saved to my files, however sometimes trying to download the forms is difficult to do. PD Filler is much more user friendly and easy to follow.

I have been a short time user. I downloaded a document; tried to then sign it, which was ok, but when I downloaded it did not pick up the entire form; all preprinted matter on the form did not download to the email I sent. Tom

For pdfFiller’s FAQs

Below is a list of the most common customer questions. If you can’t find an answer to your question, please don’t hesitate to reach out to us.
What is the time period for the public to submit comments? In general, agencies will specify a comment period ranging from 30 to 60 days in the Dates section of the Federal Register document, but the time period can vary. For complex rule makings, agencies may provide for longer time periods, such as 180 days or more.
In administrative law, rule-making is the process that executive and independent agencies use to create, or promulgate, regulations. In general, legislatures first set broad policy mandates by passing statutes, then agencies create more detailed regulations through rule making.
Major rules (ones that are economically significant and require IRA review) must be made effective at least 60 days after the date of publication in the Federal Register, allowing time for Congressional review. In emergency situations, a major rule can be made effective before 60 days.
Rule making is the process federal agencies used to make new regulations. These regulations (also called “rules”) affect everything from the air we breathe and the food we eat, to the vehicles we drive and the roads we drive them on, to our health care and financial security.
Rule making is the process by which federal agencies implement legislation passed by Congress and signed into law by the President. In addition, an agency may engage in rule making to update rules under existing laws, or to create new rules within existing authority that the agency believes are needed.
Legal Definition of final rule : a rule promulgated by an administrative agency after the public has had an opportunity to comment on the proposed rule.
Notice-and-comment rule making is a common rule making procedure under which a proposed rule is published in the Federal Register and is open to comment by the public.
Federal law requires government agencies to allow at least 30 days after publication for the public to submit written data, views, or arguments regarding a proposed rule. In some cases, the statute authorizing a rule requires a longer comment period.
