When you see unreadable gibberish symbols as shown in the screenshot below, you are likely dealing with a corrupted PDF file. More specifically, your PDF document is probably missing important information about font character mapping. The reason for this can be that the document was produced incorrectly.
You should be able to change the icon associated with the PDF file type; on Windows Explorer use 'Tools' | 'Folder Options', then tab 'File Types'. Select the 'PDF' extension, then click 'Advanced'. Here you can use the 'Change Icon' button.
This isn't a Chrome feature and happens when the file type association for some (or all) of your files are mistakenly set to open with Chrome (instead of docs opening with Word, website with Chrome etc). To resolve this, restore the default file associations.
