Below is a list of the most common customer questions. If you can’t find an answer to your question, please don’t hesitate to reach out to us.
United Nations General Assembly (NGA) resolution 377 A, the “Uniting for Peace” resolution, states that in any cases where the Security Council, because of a lack of unanimity amongst its five permanent members, fails to act as required to maintain international peace and security, the General Assembly shall consider ...
Uniting for Peace has been implemented 11 or 12 times since the adopt- tion of General Assembly resolution 377 (V) on 3 November 1950, depending on how one characterizes the first case (see case 1 below).
To break the Soviet veto, Resolution 377A Uniting for Peace was passed, granting the UN General Assembly the power to convene an emergency special session and to override the Security Council on breaches of peace. It was not always directed against Moscow.
The United Nations Security Council “power of veto” refers to the veto power wielded solely by the five permanent members of the United Nations Security Council (China, France, Russia, United Kingdom, and United States), enabling them to prevent the adoption of any “substantive” resolution.
The General Assembly is the main deliberative, policymaking and representative organ of the UN. All 193 Member States of the UN are represented in the General Assembly, making it the only UN body with universal representation.
The Security Council. Under the Charter, the Security Council has primary responsibility for the maintenance of international peace and security. It has 15 Members, and each Member has one vote. Under the Charter, all Member States are obligated to comply with Council decisions.
Various official and semi-official UN reports make explicit reference to the Uniting for Peace resolution as providing a mechanism for the NGA to overrule any UNSC vetoes; thus rendering them little more than delays in UN action, should two-thirds of the Assembly subsequently agree that action is necessary.
For the Security Council's five permanent members, voting nay is, indeed, tantamount to a veto, per a rule known as great power unanimity. The word veto is nowhere to be found in the U.N. ... A permanent member may also abstain rather than vote nay, which preserves the resolution.
Taking an idealistic approach, yes the veto powers should be removed and every country's vote should carry equal importance.
Veto power has been used 287 times, to date, often by Russia. The first Veto was used by USSR regarding a resolution concerning the withdrawal of troops from Lebanon and Syria. Veto power is only a prerogative of the permanent five countries and can halt or change any decision being discussed or taken by the council.
