It worked great in a pinch, but given the cost and how often you may or may not need something like this, I wonder if it'd be cheaper to buy a program to use rather than to keep this going on a monthly basis. I think it really depends on your individual needs. Though, when I needed something typed and there was no fillable version, this site was a lifesaver!

How do I permanently rotate a PDF for free?
Upload the PDF document.
Click on the arrow buttons to rotate the pages shown in the thumbnails.
Rotate all pages either to the left or the right using the respective button.
Use “Reset” to reset all changes.
Click on “Save” to open the menu, then confirm by clicking on the “Save” button.
How do I rotate a PDF on my phone?
Step 1: Download and Launch PDF element Android App.
Step 2: Import Your PDF File.
Step 3: Open your PDF document, and tap in three dots icon in upper right corner, and then select “Page”.
Step 4: Tap on icon on upper right corner, then tap on one or more pages you want to rotate.
How do I lock and rotate a PDF?
Choose Tools > Organize Pages. Or, select Organize Pages from the right pane. Choose pages to rotate: Rotate all or a selection of pages in your document by holding the shift key and clicking on the pages to rotate.

Hover over any page, and you will see three options to rotate the page 90 degrees left, right or delete. Click 'Apply Changes' to permanently rotate PDF pages.
How do I rotate a PDF on Android?
Tap on the edit button which is in the bottom-left corner of the screen. Select the page(s) that you want to rotate. Tap on the rotate button (the 3rd button). This will rotate your page by 90° to the right.
