The person who signs a W9 must be a “U.S. person." That means that the signer must be an individual who is a U.S. citizen or a U.S. resident alien. The signer should have the organization's consent to sign a W9 on its behalf, but consent can be oral or implied.
Filling out Form W-9 Just provide your name on line 1, and your Social Security number in Part I. Your name should match the one that appears on your tax return. Enter your address on lines 5 and 6. Use the address on your tax return if your business address is different from your home address.

If you put “0" then more will be withheld from your pay for taxes than if you put “1"--so that is correct. The more "allowances” you claim on your W-4 the more you get in your take-home pay. Just do not have so little withheld that you owe at tax time.
Under IRS regulations, a Form W-4 is invalid if any of the required information is missing and/or a signature is not provided. In addition, a Form W-4 is invalid if the official language on the form is deleted or altered. A Form W-4 is also invalid if an employee indicates in any way that it is false.
How do I go about that? You cannot change your W-4 retroactively. The number of allowances is used to determine the amount of federal tax to be withheld from your paychecks. If you overstated your allowances, you may have too little tax withheld and may have some tax due (and possibly a penalty for under-withholding).
You tax, figured at the end of the year when you file your tax return next April 15, is unaffected by the allowances. If you claim too few allowances, you will have withheld more than enough to pay your taxes and the excess will be refunded to you (tax refund) after you file your tax forms.
If you don't fill it out correctly, you may end up owing taxes when you file your return. The IRS revamped the form for 2020 with the aim of making it easier to fill out. Employees can change their withholding at any time by submitting a new W-4 to their employer.
Most workers aren't required to file a new W-4 form with their employer in 2020but you might want to anyway. “Existing employees don't have to complete a 2020 Form W-4,” says Isberg. However, if you start a new job after 2019, you'll have to complete a new W-4 form.
IRS Review: You are required to keep a Form W-4 on file for each employee for at least four years after the date the employment tax becomes due or is paid (whichever is later).
You do not have to fill out the new W-4 form if you already have one on file with your employer, nor do you have to fill out a new W-4 every year. But if you change jobs in 2020 or want to adjust your withholding sat your existing job, you'll likely need to fill out the new W-4.
