In short the answer is Yes! A Marine Radio License is required if you are operating Marine VHF Radios (known as Short Range — GROUP) and/or MF/HF Radios (known as Long Range — LR OCP). The license has nothing to do with whether the vessel is recreational or commercial, the size of vessel or where the vessel is operated.
If you don't have a license you could face a large fine or prison sentence. Portable/hand-held radios must be licensed as well. Get this type of license if you use your portable radio on more than one vessel.
