PDFfiller for the win!! PDFfiller for the win!! Of course, I've enjoyed avoiding filling out forms by hand and being able to create & save legible documents I can duplicate and email. What do the letters on a license plate mean? ... The first section of a number plate is the local memory tag — the first two letters of the plate — which identifies where the vehicle was registered. The first letter stands for the local area, for example E denotes Essex, while L stands for London.
Some license plates have letters arranged vertically in addition too horizontally. These stacked letters are part of the license plate number. Enter the vertical numbers in order as they appear on your license plate by following a left to right, top to bottom rule. No spaces or special characters are allowed.
According to the Illinois Secretary of State, The FP code stands for FLEET PLATE; issued to companies like Comcast, Enterprise Leasing, CISCO, Hertz, etc.
If you're talking about Illinois, it's a fleet registration (rental cars, etc) so probably stands for Fleet Plate.

Plates used to have 6 numbers, but since 2013 new plates for new vehicles have 2 letters and 4 numbers. The 2 letters go before the numbers. They have a sticker on one of the corners indicating in which month of the year the plate was issued. On the bottom center of the plate is the year when the plate was issued.
