Open Windows Fax and Scan. Click New Scan. Select either Photo or Documents. Adjust other options and click Scan. Click File. Click Print Select Microsoft Print to PDF as the printer. Name the file and click Save.
Select all the images you want in your PDF, right-click and choose open with Preview. In Preview's Sidebar drag the images into the order you want them to appear in your PDF. Select/highlight all the images to be included in the PDF document; otherwise only a single image may end up the PDF document.
Go to the JPG to PDF tool, drag and drop your JPGs in. Rearrange the images in the correct order. Click 'Create PDF Now' to merge the images. Download your single document on the following page.
Open the JPG by double-clicking on it. Once it's loaded, press Ctrl + P to print, or use the print icon at the top-right of the Photos app. In the menu that appears, you'll be able to choose where you want to print your picture to.
Open Windows File Explorer (the shortcut is Windows + E). Navigate to the JPG file(s) you want to convert. Now right-click on any of the selected files and choose Print. You can use the options available in the wizard to put multiple images on each page of the PDF, and even change the page size from A4 to another size.
Your PDF will be saved in the “Image to PDF Converter” folder in your Android's default storage. You can find it by using your Android's File Explorer to open your storage and tapping the “Image to PDF Converter” folder.
