Add as many signers as you need and enter their email addresses. Move the toggle Set a signing order to enable or disable sending your document in a specific order.
Note: you can change the default signer name (e.g. Signer 1) by clicking on it.

The answer is yes. Anyone who signs a manifest should not be cavalier about it. According to the EPA, while it is more typical for the company represented by the signor to be the subject of enforcement actions, in some situations (e.g., egregious or criminal violations), the signor could be held personally liable.
How long must a hazardous waste generator retain a signed copy of a manifest? A generator is required to keep a signed copy of a manifest for three years or until he receives a signed copy from the designated facility which received the waste.
A Hazardous Waste Manifest is a shipping document that tracks hazardous waste from the point of generation to ultimate disposal. This system is commonly referred to as the “cradle to grave" system of hazardous waste management. See our forms page for a sample manifest and the instructions to fill out a manifest.
A hazardous waste generator, by rule, is an entity, by site, whose acts or processes generate (produce or bring about) a solid waste that is: listed in the hazardous waste regulations, determined to be a characteristically hazardous, or. otherwise identified as a hazardous waste.
Small Quantity Generators (Sags) generate more than 100 kilograms, but less than 1,000 kilograms of hazardous waste per month. Major requirements for Sags include: SQGs may accumulate hazardous waste on-site for 180 days without a permit (or 270 days if shipping a distance greater than 200 miles).
A large quantity generator (LEG) can accumulate hazardous waste on site for up to 90 days in specified units without obtaining a storage permit or interim status, provided the facility complies with Part 265 management standards for specific units (§262.34(a)).
