Known as “chalking," it's when parking enforcement officers use chalk (or a paint pen or similar) to leave a little mark on a car's tire in order to help them track how long the vehicle stays in a given spot. Cars marked in this way that are still present beyond a given amount of time get parking tickets.
The parking enforcement officer carries a stick with a piece of chalk on the end. As they walk by the parked cars, they place a chalk mark on the tires, usually down where they contact the pavement. When they go past again, they look for these chalk marks.
When the time is up, you just pay more money to extend it to another 2 hours max if you want to. No need to move the car. In almost all cases, this is technically illegal. You're not supposed to top up a meter if there is a designated maximum limit.
Yes, you're fine. You can park there between 6PM and 10AM, enforcement is only between the hours of 8AM and 6PM, and the enforced limit is 2 hours. If it's metered, you only need to pay for hours between 8AM and 6PM. You may only return to the same parking area after at least 3 enforcement hours have lapsed.
